The Mountain Cities Blueprint 2032

The Mountain Cities Blueprint 2032 is an integrated public policy framework that seeks to establish Kirinyaga County as “The Health & Wellness Capital of the World”. This outcome will be achieved through this Sessional Paper No. 1 2018 as a policy framework of an integrated blueprint given the need to model devolution in Africa. The Blueprint is made up of 3 pillars: enhanced agricultural production; industrial development as a part of trade and private sector development; and socio-economic development through integrated urban planning. The Framework is anchored on the foundation of; public-sector reform, economic empowerment and social transformation. Our goal is to establish Kirinyaga County as an adaptive and responsive government that will be the manifestation of emerging leadership in Africa.

Geared towards transforming Kirinyaga County over the next 15 years, this Sessional Paper No. 1 of 2018, will set in motion a strategic, yet coordinated implementation strategy, a monitoring, learning and review process of public sector development. This process intends to dovetail into the Medium-Term Plan 3, the County Integrated Development Plan 2017-2022 and the County’s Annual Development Plan of 2018/19. The resolution of this Sessional Paper, will trigger the implementation of “The Mountain Cities Blueprint 2032” within the context of the Fiscal Strategy of 2018/19 and will inform the subsequent Appropriation Act 2018/19. This will include but is not limited to: spatial planning, project mapping, resource mobilization and public institutional review and design including the establishment of the Kirinyaga Investment Development Authority. The monitoring, evaluation and learning will ensure that an adaptive leadership approach is maintained throughout the decision-making process of this Strategy. This will be achieved through subsequent Medium-Term Plans, County Integrated Development Plans, Annual Development Plans, Fiscal Strategies, Program Budgets and County Flagship projects over the next 15 years.
